They are leads that plug into the control box. If you look at the picture of the control box you can see the female connections they plug into.

If the bare metal tube is what is needed the part is 3108346.019, if you need an replacement with tube and fabric we would suggest 848NR19.40TB and it should be compatible with the hardware in place , unless they have the half round series.
The replacement pedastal you would use is the Dometic 510 Toilet Base Kit. PN: 385310120. Dyers Item Number: 37827   If you wish to purchase a whole new toilet which given its not much more, you would go with the  Dometic Sealand Traveler 510 Plus White China Foot Flush Toilet Dometic Part number: 302651001 And yes, it will include mounting hardware and a new seal.
It appears that the original part number 61705222 is no longer available. The recommended replacement for it is 621597. There is no replacement unfortunately.
It is thermoformed translucent white plastic. You wont be able to see through, buts its translucent so light will pass through. You will need to measure you old outside dome, or at least the cut out on the roof, then find one that is larger then the cutout so that can properly screw and caulk it.
